The proposal to build 11 homes at 249 Silvermine Avenue
is under review by two Norwalk commissions - the
Conservation/Wetlands Commission and the Zoning Commission.
Both hold public hearings. It is vital that we turn out
significant support from the community to influence their
final decisions.
So far, Conservation has had two hearings. Even though
they have not closed, the Zoning Commission, due to time
constraints in the application, will go ahead with a
Public Hearing on February 17th (see details below).
According to Zoning Commission staff, the hearing may be
held without input from the Conservation Commission because
the commission can still receive input from city departments
after the hearing. Silvermine Homes LLC is the second agenda
item for public hearing on February 17th.
WE CANNOT STRESS ENOUGH THE IMPORTANCE OF
SILVERMINE COMMUNITY TURNOUT FOR THESE HEARINGS.
These hearings are vitally important to the future of
Silvermine. We are continuing our legal representation on
behalf of the community. Please come. We need your support.

Zoning Commission Hearing on 249 Silvermine
Development

The costs of legal representation at Commission meetings,
has left our treasury with greatly reduced operating funds
for this and other projects we plan. By making a donation,
you will register your opposition to the application and
sustain our efforts on behalf of Silvermine.

We need your help! On Tuesday, February 9 at 7PM,
in the Community Room on the First Floor of City Hall,
the Conservation/Wetland Commission will again consider the
application of Silvermine Homes to construct 11 houses at
249 Silvermine Avenue. Your attendance will help us
demonstrate the community’s opposition to the proposed
development!
We also ask for your financial support. NASH is working
hard to reduce the density and otherwise modify the proposed
development so that it is: a) consistent with the
neighborhood, and b) subject to proper drainage, septic and
other requirements. In that connection, we retained legal
and conservation consultants, the costs of which, including
representation at an earlier Commission meeting, has left
our treasury with greatly reduced operating funds for this
and other projects we plan. By making a donation, you can

An important message from, Lee Levey, president of NASH, the
Norwalk Association of Silvermine Homeowners
Dear Silvermine Neighbors,
We
were informed last week that an 11 house development has
been planned by Silvermine Homes LLC and submitted to the
municipal agencies of the City of Norwalk for approval on a
4.5 acre site at 249 Silvermine Avenue.

The
first public hearing is the Conservation Commission
at 7PM on Tuesday January 12 at Norwalk City Hall.

The public hearing before
the Zoning Commission is on Wednesday January
20th at 7PM at Norwalk City Hall.
There have been several preliminary
meetings between the developer and the land use officials
and boards. In addition there have been several meetings of
the abutting property owners to review the proposal, with
NASH board members in attendance. The Board of Directors of
NASH is concerned with the scope of the project, density,
and wetland and drainage issues; to the point where we have
retained a land use attorney and an environmental consultant
to review the project and represent the interests of
Silvermine at the upcoming public hearings.

The proposed development requires that the
interior of the site be clear-cut of all trees and the land
regarded for the 11 new homes which will be 2-1/2 stories
and 2800 square foot each. Two of the houses sit within the
100 foot regulated wetland set-back line. The designated
conservation area is proposed to contain most of the septic
systems, septic reserve areas, a construction staging area,
an emergency access road, and site drainage lines and catch
basins. As requested by Planning and Zoning, the developer
has filed a site plan for a seven lot, six house,
subdivision as an alternative to the conservation
development, but it is not being considered at this time.
There are pros and cons to each plan as you might expect.
The first public hearing is the
Conservation Commission at 7PM on Tuesday January 12. The
public hearing before the Zoning Commission is on Wednesday
January 20th at 7PM. The location of the meeting rooms will
be available the night of the hearings. We urge you to
attend the hearings and let your presence be felt in support
of changes to the proposal to better integrate these houses
into the landscape and environment of Silvermine. --
